HARIANHALMAHERA.COM–<\/strong><\/em>Pandemi Covid-19 benar-benar mengguncang keuangan Pemerintah Kota (Pemkot) Ternate. Relokasi dan refocusing APBD 2020 diikuti dengan pemangkasan transfer daerah, mengakibatkan ketersediaan anggaran di kas daerah semakin menipis.<\/p>\n

Alhasil, berdampak pada kegiatan belanja rutin yang ikut terganggu. Termasuk didalamnya Tunjangan Tambahan Penghasilan (TTP) yang oleh Badan Pengelolaan Keuangan Pendapatan dan Aset Daerah (BPKPAD), belum bisa dipastikan kapan dicairkan.<\/p>\n

Kepala BPKPAD Setda Ternate, Taufik Jauhar mengakui kalau keuangan daerah saat ini tengah mengalami krisis. Ini dikarenakan, pendapatan daerah yang masuk sangat kecil sementara beban belanja yang telah dilakukan Pemkot cukup besar.<\/p>\n

Selain untuk penanganan Covid-19, Pemkot juga harus membiayai beberapa kegiatan diantaranya Pilwako yang menelan anggaran hampir Rp 30 miliar. Belum lagi, bulan depan, Pemkot harus membayar gaji-13 PNS.\u00a0 “Sehingga sangat berat bagi kita untuk melakukan pengeluaran bagi belanja yang lain,” katanya.<\/p>\n

Dia mengakui pemangkasan dana transfer daerah sebesar Rp 73 Miliar memang sangat berpengaruh pada beban belanja Pemkot tahun ini. Ini diperparah dengan seretnya capaian PAD.<\/p>\n

Alhasil, tidak semua kegiatan bekanja bisa\u00a0 dipenuhi, termasuk TTP. “Dalam sebulan anggaran untuk TPP Rp 6 hingga Rp 7 miliar dan itu sangat besar, kami juga belum bisa pastikan kapan pembayaran TPP,” ujarnya.<\/p>\n

Saat ini, anggaran DAU yang tersedia sebesar Rp 45 miliar. Sedangkan bulan depan, Pemkot harus membayar gaji ASN sebesar Rp 23 miliar, itupun belum termasuk gaji 13. “Kalau ditambah gaji 13 maka kas semakin menipis sehingga pengeluaran lain dibatasi. Tapi semoga kondisi normal PAD, DBH pusat dan provinsi kembali normal agar pemkot bisa bayar TPP bagi pegawai,” pintanya. (tr3\/pur)<\/p>\n
