Namun, tidak demikian dengan PNS di Pemkot Ternate.<\/p>\n<p>Dimana, mayoritas dari mereka yang telah memenuhi syarat kepangkatan justru menolak ditawari menjabat ujung tombak Pemkot di tingkat kelurahan. Jangankan lurah di Kecamatan terpencil, di dalam kota sekalipun banyak yang menolak.<\/p>\n<p>Padahal, dalam waktu dekat ada beberapa lurah yang memasuki masa pensiun. salah satunya Lurah Kota Baru, Ternate tengah. &#8220;Jika nantinya terjadi kekosongan, maka sementara akan diisi oleh sekretaris lurah. Tapi teknisnya nanti di BKD,&#8221; katanya.<\/p>\n<p>Tawaran untuk menjabat Lurah pun pernah ditolak Bakar Kasim yang kini menjabat Lurah Tobololo. Bakar sendiri mengaku pernah meminta agar dirinya segera diganti dengan pejabat lain.<\/p>\n<p>Namun karena mayoritas warga Tobololo menginginkanya tetap menjadi Lurah, membuat dirinya pun terpaksa harus menerima amanah tersebut.<\/p>\n<p>Minimnya minat ASN untuk menjadi lurah dan staf di kelurahan juga kata Ariyandi berdampak pada rencana pemekaran sejumlah kelurahan Jan, Kasturian dan Batang Dua.<\/p>\n<p>Sebab, salah satu syarat pemekaran kelurahan yakni kesiapan SDM. &#8220;Tapi paling tidak sudah ada kesepakatan dari masyarakat,nantinya akan dikaji dan disampaikan ke Walikota untuk
